Why NC-11 is on this site

The RTIC exists because of a congressional earmark: Rep. Chuck Edwards secured the $1.14M in Community Project Funding after city staff requested it in 2024 without council’s knowledge. Edwards withdrew from the race August 5, 2026 following a House Ethics Committee report (WLOS). His successor will hold the earmark pen, and votes on federal surveillance funding streams generally.

The Edwards vacancy

Edwards won the March GOP primary but withdrew August 5 after the House Ethics Committee found “substantial reason to believe” he violated House rules on sexual harassment and hostile workplaces, recommending censure (NC Newsline). He says he will serve out his term through January 2027. Ager’s November opponent is therefore not Edwards but Jennifer Balkcom, the NC state representative the NC-11 GOP executive committee substituted onto the ballot August 10 (WUNC).
