Voted yes through the buildout: the 2023 Fusus interlocal, the 2025 grant votes, and both RTIC items on May 12, 2026 (each passed 6–1, Roney the sole no; confirmed on the city’s own video).
The broken condition, in her own words
Turner is the first member of the May 12 majority to publicly document that the deal she voted for isn’t the deal being delivered. From her public Facebook page (Aug 12, 2026, updated Aug 17): she supported the Axon contract “with conditions: the Flock contract would end and all city-owned Flock cameras would be removed,” stating plainly, “I do not support the City of Asheville maintaining and using Flock cameras.” Her August 17 update: “It is now clear the Flock cameras owned by the City of Asheville remain up.”
Her posts add two important details: she describes the “keep one camera” idea as a wind-down device (ride out the contract “through February” with the camera pointed “at a wall”), and her August 13 update said the complete Axon contract would be made public the next day (whether that release happened is being verified). The wall-camera plan has a technical problem she may not have been told: one active Flock camera retains the agency’s full national search access: the risk isn’t the camera on the pole; it’s the search account, which stays active.
